1937 Constitution and By-Laws of the Sac and Fox Tribe of the Mississippi in Iowa

The Meskwaki are governed by an Indian Reorganization Act constitution written down and adopted in 1937. It was created deliberately and largely at one time, written and discussed by a group of men that represented the people that were to be governed by the document. George Young Bear, William Poweshiek, Horace Poweshiek, and Edward Davenport were the writers of the constitution. With this document the Meskwaki have a constitution to be governed with; an idea that law is to rule and not men. (JLB)
