It was created deliberately and largely at one time, written and discussed by a group of men that represented the people that were to be governed by the document. George Young Bear, William Poweshiek, Horace Poweshiek, and Edward Davenport were the writers of the constitution. With this document the Meskwaki have a constitution to be governed with; an idea that law is to rule and not men.
